Graeme Newton
Chief Executive Officer | Cross River Rail
Graeme Newton has led the Cross River Rail Delivery Authority as its Chief Executive Officer since 2017.
Cross River Rail is Queensland’s largest single infrastructure project and will transform the way people travel across the whole of South East Queensland. The Delivery Authority, under Graeme’s leadership, is also delivering multiple supporting projects and activities. Together these projects will increase rail network capacity and reliability, act as a catalyst for future rail improvements, and drive urban renewal at major station locations.
Prior to taking the helm of the Cross River Rail Delivery Authority, Graeme has had extensive senior executive experience leading large and complex, high profile, multi-billion-dollar infrastructure projects within both the private and public sector.
He was appointed by the Queensland Premier as the first Chief Executive Officer of the Queensland Reconstruction Authority in 2011 and prior to that served as both Director-General for Infrastructure & Planning and State Government Coordinator-General. Graeme has also been awarded an Outstanding Alumni Award by QUT.
In his current role at the Cross River Rail Delivery Authority, Graeme takes great pride in leading high performing teams that continue to set new benchmarks for integrated delivery, safe construction, collaborative partnerships, and technological innovation.

Matthew Macaras
Senior Director of Solution Engineering | InEight
Matthew Macaras joined InEight in 2019 and currently serves as Senior Director, Industry Solutions, for the Asia Pacific and Japan region. Bringing over 10 years of capital project experience, Matthew has worked to provide Contractors and Asset Owners solutions to achieve project certainty while also maximizing efficiency, productivity and cost savings. Prior to joining InEight, Matthew worked in capital projects and has extensive experience in estimating, procurement, field execution and project management. In these roles, he gained extensive knowledge in business processes, contract management and project controls all across multiple industries. Matthew holds a Bachelor of Science in mechanical engineering from Washington State University.

Michael Maslen
Major Programs Digital Lead | Jacobs
Michael leads Jacob’s digital project delivery capability across Asia Pacific, bringing over 25 years of extensive experience in the field. He directs client engagements, utilising technology to achieve predictable outcomes, enhance project performance, and mitigate risks.
Recognised as a thought leader with profound expertise in digital solutions across the full asset and program lifecycle, including cost modelling and control, scheduling, contract and supply chain management, document control, construction execution, and digital engineering.
His diverse industry experience spans mining, transport (road, rail, freight), water, and industrial machinery across public and private sectors, asset owners, and contractors.

Robert Hoffman
Director, Project & Infrastructure Advisory | BDO
Robert is a Director in the Project & Infrastructure Advisory team at BDO in Brisbane. Given the impact sensible and well-justified investment decisions can have on the whole community, his passion is business case development.
Robert specialises in business case management, authoring, and coordination. His foundation in civil engineering, economics, and finance means he understands the importance of finding a balance between the best technical solution and the associated cost.
Robert has experience across the project lifecycle, ranging from planning and business case development to economic analysis, project management, detailed design, and overseeing construction. He has completed projects for local, state and federal government and private clients in a range of sectors, including education, live entertainment, precincts, energy and natural resources, transport, water, health, and defence.
