Overview
The Queensland Regional Accommodation Centre (QRAC) is Queensland’s first purpose-built quarantine accommodation center located at Wellcamp, 15km from the center of Toowoomba. The purpose-built facility offers separated, self-contained cabin-style accommodation with access to fresh air flow and outside balconies.
As the project commenced, Wagner Corporation quickly recognised the need for ‘Fast Track Construction'. In order to mitigate the risks with this construction, a methodology management structure was implemented within the Wagner Corporation to streamline decision-making and spread the workload and Project risks.
Outside the known and obvious time pressures of the Project, due to the ongoing pandemic, the Project needed to manage significant challenges around limitations on labor and materials. However, these challenges and others were overcome through working closely with our local Toowoomba partners. It's these local contractors and suppliers that enabled this success and it was their ability to work flexibly, collaboratively, and to go the 'extra mile' that truly made QRAC the success and benefit for the Region and State, it is today.

Speaker Introduction
Development Manager | Wagner Corporation
Meet Brad Sullivan. Born and bred from the Toowoomba region with a passion for project management and the Development Manager for Wagner Corporation. Brad's Civil Engineering degree at Griffith University has taken him down to the Gold Coast and back to his native, Toowoomba.
While completing his degree, Brad worked part-time in hospitality until beginning an internship with iEDM - multi-disciplinary engineering, advisory, and project delivery practice with over 40 years of history. His internship was based on temporary infrastructure and project delivery for the fast-paced world of V8 supercar events.
Brad's final thesis was on Wagners Wharf in the Brisbane River, a $52,000,000 superstructure at Wagners Pinkenba cement plant, a project on which he also worked as a full-time Project Engineer. This gave him a taste for project management and Brad began contracting as a project engineer/manager on multiple projects which saw him return to his hometown of Toowoomba.
To gain further engineering experience, Brad worked part-time for ADG Engineers - providers of purpose-built engineering solutions, which ultimately resulted in being offered his current Development Manager role at Wagner.
