Anyone else seeing more discussion about the similarities, rather than the differences, between project managers and change managers?   

Today, project managers need to adopt techniques from the change and communications disciplines to meet the rapid rate at which change happens at a macro level, in organisations, and at the micro level, in projects themselves.  

Additionally, projects are increasingly measured not only on whether they were on time and on budget, but whether the intended change was achieved.
